The concept of “low-carbon economy” first appeared in the 2003 British White Paper, “The Future of Our Energy: Creating a Low-Carbon Economy.” The essence of a low-carbon economy is to promote efficient use of energy, promote clean development in the region, promote low-carbon product development and maintain global ecological balance. This is an economic development mode evolving from a high-carbon energy era to a low-carbon energy era. The urgency of developing a low-carbon economy for China is clear.
