国有企业亏损面日趋扩大,成为困扰我国国民经济健康发展和改革深入进行的严重问题。国有企业亏损面,1995年1—6月,全国达40%,广西达51.7%,柳州市为24%。同在国家宏观经济调控的环境下,柳州市既不沿海沿边,又不是开放城市,他们在搞好国有企业,扭亏增盈工作中做得这样出色。其成功的奥秘是什么?为此,我们调查组深入柳州市开展调研,总结有如下方面:一、柳州市市委市政府十分关注并着力解决国有企业亏损问题柳州市的国有企业与全国全区国有企业一样,存在着许多困难和问题,有历史遗留下来的“三多”困难,也有新旧体制转换中遇到的新情况和新问题。在市场经济优胜劣汰的激烈竞争中,国有企业亏损将是无法避免。对此,市委市政府十分关注并着力解决这一问题。1、积极推进改革,转变政府职能,为国有企业创造一个宽松的外部环境。通过一系列的改革,政府由对国有企业直接管理变为间接管理,由微观管理转为宏观管理。把企业的经营自主权还给企业。让企业在市场竞争中自主经营自我发展。

Actively promote reforms, change government functions, and create a loose external environment for state-owned enterprises. Through a series of reforms, the government has changed from direct management of state-owned enterprises to indirect management, and from micro-management to macro-management.
