一、前言 全世界人口已突破50亿,人类聚居问题已成为头等重要的问题,如何使“居者有其屋”作为全球性的战略决策,为世界各国所关注。我国自改革开放以来,城乡建设飞跃发展,住宅建设形势喜人,80年代以来平均每年兴建的城镇住宅面积已达1亿2千7百万m~2,堪称世界上的住宅王国。至1992年底,我国的小城镇已近2万个,人口约2亿,其住房建设量大面广,更必须给予充分重视。
I. INTRODUCTION The population of the world has already exceeded 5 billion. The issue of human settlement has become an important issue. How to make “Home Ownership” its global strategic decision is of concern to all countries in the world. Since China’s reform and opening up, urban and rural construction has seen rapid development, and the housing construction has been gratifying. Since the 1980s, the average annual urban residential housing area has reached 127 million m2, making it a world-class residential realm. By the end of 1992, there were nearly 20,000 small cities and towns in China with a population of about 200 million. The amount of housing construction was wide and wide, and it must be given full attention.
