“双学双比”竞赛活动开展一年多来,由于各级党委政府的重视支持,牵头单位的辛勤努力和协调小组成员单位的通力协作,取得了显著成效.但是,我们各级协调组织当前面临并亟待解决的问题是,强化各种措施,将这一持续5年之久的活动不断引向深入,取得愈来愈优异的成绩.这是因为,随着农村双层经营体制的发展和改革的进一步深化,“双学双比”竞赛活动面临着一些新的课题;同时,“双学双比”竞赛活动作为一个系统工程和一门管理科学,也需要认真探索和掌握其规律,以更好地指导竞赛活动的深入开展.实践证明,要深化“双学双比”竞赛活动,应主要从以下六个方面实现深层次的突破.
