This article explores the relationship between file retrieval tools and file openness from the perspective of structural and functional philosophy. Archives opening is the social requirements of the archives, but also an important function of the archives. File retrieval tool is a kind of microstructure in the macro structure of archives. The relationship between the two is interdependent and mutually reinforcing.
