首先通过研究湖南省水利行业2000—2008年投融资情况,发现湖南省水利行业资金来源较为单一、投资主体较少;然后通过研究湖南省“十二五”水利行业发展的战略,运用指数平滑分析法测算出湖南水利行业未来五年的资金供求,计算出资金缺口。为有效解决湖南省“十二五”水利建设资金缺口,在借鉴水利行业投融资模式的基础上,结合湖南水利行业的特点,提出了湖南省水利行业投融资模式的设计思路和促进投融资顺利开展的保障措施。
First of all, by studying the investment and financing situation of Hunan’s water conservancy industry from 2000 to 2008, it is found that the sources of funds for the water conservancy industry in Hunan Province are single and the number of investors is relatively small. Then, by studying the strategy of Hunan Province’s “Twelfth Five-year” water conservancy industry development, The smoothing analysis method calculates the capital supply and demand of Hunan water conservancy industry in the coming five years and calculates the funding gap. In order to effectively solve the “Twelfth Five-Year Plan” water conservancy construction in Hunan Province, on the basis of drawing lessons from the mode of investment and financing in water conservancy industry and combining with the characteristics of Hunan water conservancy industry, this paper puts forward the design ideas and investment promotion modes of Hunan Province’s water conservancy industry Smoothly carried out financing security measures.
