众所周知,自2004年《行政许可法》出台后,各地安防工程企业资质的行政审批工作相继停止,资质管理的缺位在一定程度上影响了安防工程市场的规范管理,给企业和用户方都带来了不少的麻烦。也正因为此,2006年6月,经公安部科技信息化局批准,中国安全防范产品行业协会出台了《安防工程企业资质管理办法》,并随后在北京、福建等6省、市分两批进行了资质评定的试点工作,为以行业自律的方式推动、建立全国统一的资质评价体系进了有益的尝试。目前,中安协资质评定的试点工作稳步推进,取得了明显的成效。截止到2009年5月底,试点省、市共有995家企业获得资质证书,其中一级资质337家,二级资质242家,三级资质416家,还有百余家企业正在评定中。两年来,中安协资质评定的试点工作赢得了工程企业的关注和认可,在用户方的影响力也逐步增大,来自政府采购、业主单位、招标代理机构的相关咨询日益增加。而与此同时,一些非试点地区的工程企业由于既无地方资质可依,又无备案等制度进行有效管理,其对于资质的渴求显得尤为迫切。据中安协资质管理部门统计,自资质评定试点工作开展以来,在安防工程企业资质评定信息网上申请资质评定的企业,覆盖了全国除宁夏和青海外的29个省、市、自治区,非试点地区共计有200余家企业要求评定资质。面对众多企业的实际需求,中安协十分理解企业的心情,也很想帮助企业解决一些实际问题。经请示公安部业务主管部门,本着积极稳妥的态度,中安协慎重地对部分省市的企业进行了“直接评定”的尝试(中安协资质管理中心直接受理评定),取得了良好的效果,得到了获证企业的一致好评。从第一批试点诸多企业对中安协资质评定表现出的不确定,到现在工程企业上门申请的求之若渴,这中间到底是什么因素在起作用?中安协资质评定工作下一步又做如何打算?带着这些问题,本刊采访到中安协资质评定专家及参与直接评定的若干企业,希望他们的回答能解开疑问,并使读者有所启发。

According to the statistics of CASCQA, since the qualification pilot project was carried out, the enterprises applying for qualification assessment online in the qualification certificates of security engineering enterprises cover 29 provinces, municipalities and autonomous regions and non-pilot areas except Ningxia and Qinghai A total of more than 200 companies require assessment of qualifications.
