乡镇事业单位的三权下放已有一年多的时间了。一年多来,乡镇对这些下放事业单位的管理如何?存在什么问题?最近,我们走访了部分乡镇,就这些问题,进行了实地调查。总的情况来说,乡镇事业单位三权下放后,确实健全了乡镇功能,解决了看到管不到的矛盾,使乡镇一级政府真正成为一级有权威,多功能,有活力的政府。但是,三权下放后,就目前的情况看,也确实存在一些不容忽视和急需解决的问题,主要有:
