广元市7县(区)为长江上游防护林体系建设的重点工程区域,于1989年开始起动实施,由于治理面积大,资金不足,工程进展缓慢.为加强与德国合作,利用德国政府无偿援助,弥补国家建设资金不足,加快该市防护林工程建设,经广元市人民政府和省计委申请,国家计划委员会批准,将嘉陵江上游防护林工程纳入利用德国政府援助建设长江中上游防护林体系建设项目.
