随着2008年下半年4万亿元经济刺激计划的实施,以地方投融资平台为载体的银行信贷融资成为我国基础设施建设融资的主导力量,为我国应对国际金融危机和扩大内需发挥了重要作用。但是政府投融资平台总体负债率较高、盈利能力和透明度较低,平台贷款潜藏着系统性金融风险和财政风险。
With the implementation of the 4 trillion yuan economic stimulus plan in the second half of 2008, bank credit financing based on the local investment and financing platform has become the dominant force in financing infrastructure construction in our country, playing an important role in coping with the international financial crisis and expanding domestic demand . However, the overall debt ratio of the government investment and financing platform is relatively high, with low profitability and transparency. The platform loans have potential systemic financial and financial risks.
