根据国务院的要求,省政府前不久批准下发了我省今年的体改要点,提出了10个方面的改革内容。就企业改革来说,主要有三项任务,即现代企业制度试点、股份制改制、以产权重组为主要内容的企业组织结构调整。现代企业制度试点建立现代企业制度是为了解决妨碍企业生产力发展的体制问题,解决影响企业发展的深层次矛盾,创造一种适应社会主义市场经济要求、适应我国生产力发展需要的新的企业制度。由于这是一项艰巨复杂、难度较大的工作,只能先在少数企业进行试点,取得经验后,再逐步推进。因此,国务院在全国范围内确定了100户建立现代企业制度试点企业和3户国家控投公司试点企业,我省列入的是兰州三毛厂和民百股份有限公司2户。省政府根据国务院的要求,也选择了30户企业进行试点,其中27户为建立现代企业制度试点,3户为国有资产授权经营试点。国务院在试点方案中提出了一个按照、四句话、八项内容、七项配套政策。一个按照是:照《公司法》。
According to the request of the State Council, the provincial government recently approved the release of the key points of the province’s reforms this year and proposed 10 reforms. As far as enterprise reform is concerned, there are three major tasks, namely, the pilot of modern enterprise system, the reform of joint-stock system, and the organizational structure adjustment of enterprises with property rights reorganization as the main content. The modern enterprise system pilots the establishment of a modern enterprise system to solve the institutional problems that hinder the development of enterprise productivity, resolve the deep-seated contradictions that affect the development of enterprises, and create a new enterprise system that meets the requirements of the socialist market economy and meets the needs of China’s productive forces development. Since this is a difficult, complex, and difficult task, it can only be carried out gradually after a few enterprises have piloted and gained experience. Therefore, the State Council has identified 100 pilot enterprises establishing a modern enterprise system and three pilot companies of state-controlled investment companies nationwide. The province has included two households, Lanmao Sanmao Factory and Minbiao Co., Ltd. in Lanzhou. According to the requirements of the State Council, the provincial government has also selected 30 enterprises to conduct pilot projects, of which 27 are pilot sites for the establishment of a modern enterprise system and 3 are state-owned asset licensing pilots.
