海洋石油是一个高风险的行业。经过近二十几年的对外合作及自营发展开采海上油气资源,中海油逐渐形成了国际化发展的思想观念和文化基础,在发展壮大中努力追求健康安全环保业绩,建立起了一套与国际接轨的管理理念和方法,形成了一套行之有效的健康安全环保体系,有效地保障了生产作业的顺利进行。本文以中海油的一个基层单位——天然气处理厂为例,对中海油基层单位的安全管理模式进行剖析。
