近几年,随着国有企业快速发展,企业规模不断扩大,招投标行为日益频繁,招投标涉及的范围、金额也呈几何基数增长,同时招标投标领域成为我国国有企业全面从严治党、反腐倡廉的重点领域,也成为国有企业防控经营风险、加强内部控制的重要组成部分,同时招投标制度也逐步成为国有企业内控管理的重要制度之一。本文作者结合多年从事企业招投标监督管理工作的经历,从国有企业实行招投标过程中暴露出的问题入手,深入分析问题存在的原因及其严重危害,并针对性的提出意见和建议。

Based on the experience of many years engaged in bidding supervision and management of enterprises, the author starts with the problems exposed in the process of bidding and tendering by state-owned enterprises, analyzes in depth the causes of the problems and their serious harms, and gives comments and suggestions pertinently.
