Since 1952, China has established a system of unified enrollment and examination for ordinary colleges and universities, which has been in existence for more than 50 years and has never stopped reforming the college entrance examination system. With the help of Habermas’s communication theory, the analysis of Jiangsu’s college entrance examination policy reform in 2008 shows that the reform of college entrance examination policy must reach a consensus among the reformers, teachers and students so as to achieve the success of the reform. If the relevant stakeholders Without full communication, the reformists are unable to get out of the narrow circle and find it hard to achieve the desired results because of their reliance on instrumental rationality.
