目前,我国的安全生产及灾害形势极为严峻,各类事故和灾害特别是重大事故及突发性灾祸明显增多。从现代企业安全减灾的实际出发,虽然国家、各级政府及企业有些防范措施及标准,但必须看到它们在相互衔接、相互储存诸方面还欠缺统筹及体系化。笔者及其课题组提出的中国安全生产管理与安全体系建设,借鉴《质量管理和质量保证》系列国家标准GB/T19000—ISO9000所界定的体系要素——组织、责任、程序、过程和资源,对企业安全减灾标准体系模式建设中的技术与管理问题作了探讨。
At present, the situation of safety in production and disaster in our country is extremely grim. The number of accidents and disasters, especially major accidents and sudden catastrophes, has markedly increased. From the reality of modern enterprise security and disaster reduction, although there are some preventive measures and standards at the national, all levels of government and enterprises, it must be seen that they lack coordination and systematization in terms of interconnection and mutual storage. The author and his research group put forward the construction of safety management and safety system in China and draw lessons from the system elements defined by the national standard GB / T19000-ISO9000 of “Quality Management and Quality Assurance” - organization, responsibility, procedure, process and resources. The problems of technology and management in the mode of enterprise security and disaster reduction standard system are discussed.
