根据江泽民总书记《努力建设高素质的干部队伍》的讲话精神,党的十四届四中全会、五中全会的总体要求,及其市场经济深入发展的需要,对秘书人员的个体和群体高素质结构的研究已刻不容缓。鉴于此,本文以秘书人员的个体高素质须达到“德才兼备”的标准为“经”,以其群体须有一个合理、先进的高素质结构为“纬”,来勾勒全篇,进而对这一课题作出探析。
