从2008年开始,中央计划用5年时间选聘10万名高校毕业生到村和社区工作,以此为契机,大学生“村官”计划在基层如火如荼地开展起来,引起了强烈的社会反响。作为一项公共政策,其运行总是离不开特定的环境或条件。因此,对政策环境的分析已成为研究公共政策的前提和基础。本文拟从经济环境、政治环境、社会环境三个角度出发,探讨分析现行大学生“村官”政策,以期为其良性发展提供思路。
Starting from 2008, the Central Government plans to employ 100,000 college graduates to work in villages and communities in five years. Taking this as an opportunity, the “Village Officials” program is launched in full swing at the grassroots level, causing a strong social repercussions. As a public policy, its operation is always inseparable from the specific environment or conditions. Therefore, the analysis of the policy environment has become the prerequisite and basis for the study of public policy. This article from the economic environment, political environment, social environment from three perspectives, to explore the analysis of the current college students “village official ” policy, in order to provide ideas for its sound development.
