对窄河谷、高拱坝、大流量坝身泄洪挑流消能水垫塘的防冲安全及其混凝土衬砌优化设计问题作了全面研究,结合小湾工程采用局部水工模型试验研究了小湾工程水垫塘衬砌块的抗冲稳定性,提出了应用瞬交流和震荡流理论研究衬砌冲刷破坏机理、建立新的设计模式的新概念,讨论了水垫塘衬砌设计模式的有关问题,并对该工程的设计提出了具体建议。
