1994年10月,美国国防部对外公布了最新制定的国防科技战略。这是克林顿政府对美国国防科技发展方向做出的重大决策,也是从现在起到下世纪初美国国防科技发展的蓝图。它打破了过去的传统,将确定美国国防科技关键技术研究与开发在国防预算缩减的情况下如何继续保持技术领先的问题。其主要内容如下:
In October 1994, the U.S. Department of Defense announced the latest national defense science and technology strategy. This is a major policy decision made by the Clinton administration toward the direction of U.S. national defense science and technology and a blueprint for the development of U.S. national defense science and technology from now until the beginning of the next century. It has broken the tradition of the past and will determine how the research and development on the key technologies of the national defense science and technology will continue to maintain the leading position in technology with the reduction of the national defense budget.
