China’s reform and opening up is a complex and systematic process of change. Deng Xiaoping fully realized the complexity of system transformation and consciously applied complexity theory in system design. By using complexity theory to interpret Deng Xiaoping’s concept of complexity, the internal motivation of institutional change and the specific implementation methods, Deng Xiaoping’s theory can not only help us to clearly see that his institutional thinking is highly systematic and theoretical, But also helps us to further deepen the theoretical construction and practical exploration in the process of reform.
