党的十三届七中全会指出:继续增强企业特别是国营大中型企业的活力,是深化经济体制改革的中心环节。而要搞活国营大中型企业,在目前的经济环境条件下,关键在于认真贯彻、用足用好党中央国务院已经确定的各项经济体制改革的政策和措施,看准经济和市场发展的动向,及时自觉地进行企业内部经营机制的转换,强化企业经营管理,特别是充分发挥自身的优势,制定实施适合企业生产经营活动特点的经营策略。这是搞好我市大中型企业的十分有效的途径。
The Seventh Plenary Session of the 13th CPC Central Committee pointed out that continuing to enhance the vitality of enterprises, especially state-owned large and medium-sized enterprises, is a central link in deepening economic restructuring. In order to invigorate large and medium-sized state-owned enterprises, the key to the current economic environment is to conscientiously implement and use the policies and measures of the various economic system reforms that the Party Central Committee and the State Council have already determined, and to identify trends in economic and market development. Conscientiously and consciously conduct the transformation of the internal operating mechanism of the company, strengthen the operation and management of the enterprise, in particular, give full play to its own advantages, and formulate and implement business strategies suitable for the characteristics of the company’s production and operation activities. This is a very effective way to do a good job in the large and medium-sized enterprises in our city.
