策划前言21世纪被认为是海洋的世纪,世界各国对海洋经济的重视,也正促使海洋经济迎来大发展的时机。而这对于拥有3.2万公里海岸线、6500多个沿海岛屿、4亿多滨海人口的中国来说,这样的机遇更不容错过。对于GDP约占全国60%的沿海地区而言,如何抓住发展的机遇,就显得尤为重要。如果说,2001年国务院出台的《中国海洋经济发展纲要》,标志着我国海洋经济正式与国际化发展大趋势接轨。那么,2008年1月“广西北部湾经济区发展规划”上升为国家战略,则象征着我国海洋经济大发展的序幕正式开启。自此至201 1年3月“浙江海洋经济发展示范区规划”被国务院正式批复,3年多的时间,11个沿海省份已有9个先后获批沿海开发“国家战略”。2009年5月,海峡西岸经济区(以下简称“海西区”)上升为国家战略。以福建省为主体,位于长三角和珠三角两大经济区之间,与台湾隔海相望的海西区,由于早年受国家政策、产业基础、交通、腹地等因素的影响,在经济发展上已远远落后于相邻的长三角和珠三角地区。海西区上升为国家战略,是海西区赶超长三角和珠三角,以及其他沿海区域的契机。错过了早年发展机遇的福建,如若再次错过,也许就更加来不及追赶了。就世界海洋经济发展的大环境和大趋势而言,中国作为一个海洋大国,理应抓住此轮发展的契机,这也许正是中国海洋经济迎来大发展的转折点。对于海西区而言,这也许同样会是未来实现跨越发展的拐点之役。

The importance attached to the marine economy by all countries in the world is also the time to promote the great development of the marine economy. This opportunity should not be missed for China, which has a coastline of 32,000 kilometers, more than 6,500 coastal islands and a coastal population of 400 million. Since then, March 1, 2011, “Planning of Zhejiang Marine Economic Development Demonstration Zone” has been formally approved by the State Council. Over three years, 9 of the 11 coastal provinces have successively been granted coastal development “National Strategy.” In May 2009, the economic zone on the west side of the Straits (hereinafter referred to as “Hercynian”) rose to a national strategy. In Fujian Province as the mainstay, located in the Yangtze River Delta and the Pearl River Delta between the two major economic zones, and Taiwan across the sea across the sea of Hercynian District, due to early national policy, industrial base, transportation, hinterland and other factors in economic development Has lagged far behind the adjacent Yangtze River Delta and Pearl River Delta region.
