党政共同负责制是一种新型的具有中国特色的高校院系领导体制和决策机制。高职院校二级学院实施党政共同负责制是高职教育改革的必然选择。它要解决的根本问题是院系政党权力、行政权力、学术权力、师生权力的动态平衡问题。党政分工负责、党政联席会议集体决策、专家教授学术主导、教师学生民主参与是其运行机制;合理配备干部、完善制度建设、引入竞争机制是其组织保障、制度保障和生态保障。
