党的十七届五中全会旗帜鲜明地提出了“十二五”时期我国发展的主题是科学发展,主线是加快转变经济发展方式。结合桂林实际,就是要围绕自治区“富民强桂”新跨越的目标要求,坚持走农业稳市、文化立市、旅游兴市、工业强市之路,全力实施“保护漓江,发展临桂,再造一个新桂林”发展战略,全面推进桂林国家旅游综合改革试验区和国家服务业综合改革试点区域建设,加快建设现代化国际旅游名城、历史文化名城、生态山水名城。
