由财政部颁发的《彩票发行与销售管理暂行规定》最近出台。 《暂行规定》对彩票市场规范管理有不少新的规定,其中对彩票作了新的定义:“彩票是国家为支持社会公益事业而特许专门机构垄断发行,供人们自愿选择和购买,并事前公布规则,取得中奖权利的有价凭证。”
