2001年,江苏省建筑科学研究院按照江苏省政府办公厅转发的《关于全省科研机构改革转制工作的实施意见》规定的政策和要求,通过自主选择改制的方式,面向市场,立足发展,建立了现代企业制度和技术创新体系,在发展高技术实现产业化方面发挥了重要的作用,此次改革的目标是明确的,即按照建立现代企业制度的要求,实现由事业体制向现代科技型企业体制的转换,改制后成立有限责任公司,现有专业部门和经营实体设立子公司,本次改制的成功对其它正在进行或将要进行改制的科研院所起的意义是相当深远的。
