地区经济增长是区域经济发展与研究的重点,迄今学术界主要从经济发展战略、市场化进程、要素流动、外商投资、对外开放与地理位置等方面入手来分析相关变量对地区经济增长的影响。其实,依据改革开放以来东部沿海地区经济发展的经验事实,还可由此提出与运用资源配置能力概念来分析地区经济增长。地区经济增长由地区资源配置能力决定,其能力主要受区位条件、要素资源存在状况与资源配置方式约束。区位条件的经济意义在于交通便捷性与交流便利性所形成的区位优势;要素资源存在状况反映地区要素资源结构特征与稀缺资源的富集程度;资源配置方式由地区制度与技术的类型与效率决定。东部沿海地区经济率先发展与持续增长,源于对外开放与经济全球化条件下区位优势所蕴涵的地区资源集聚功能、稀缺资源供给所具有的地区资源配置效应、制度变迁与技术进步所带来的地区资源配置效率。这说明,地区经济增长应重视区位优势,增加稀缺资源供给,加快制度变迁与技术进步,优化资源配置条件,提高地区资源配置能力。
Regional economic growth is the focus of regional economic development and research. So far, the academic circles have analyzed the impact of relevant variables on regional economic growth from the aspects of economic development strategy, market-oriented process, element flow, foreign investment, opening up and geographical location. In fact, based on the empirical facts about the economic development of the eastern coastal areas since the reform and opening up, we can also propose and apply the concept of resource allocation ability to analyze the regional economic growth. Regional economic growth is determined by the ability of regional resources to allocate resources, which are mainly constrained by the location conditions, the existence of factor resources and the allocation of resources. The economic significance of the location conditions lies in the location advantages formed by the convenience of transportation and the convenience of communication. The existence of factor resources reflects the structural features of regional resource resources and the enrichment of scarce resources. The mode of resource allocation is determined by the type and efficiency of regional systems and technologies . The economic development in the eastern coastal areas took the lead and continued to grow. This was due to the regional agglomeration of resources implied by the regional advantages under the condition of opening up and economic globalization, the regional resource allocation effect brought by the scarce resources provision, the institutional changes and technological progress Regional resource allocation efficiency. This shows that regional economic growth should pay attention to geographical advantages, increase the supply of scarce resources, speed up institutional changes and technological progress, optimize resource allocation conditions and enhance the ability of regional resource allocation.
