财政部门是政府采购监管部门,如何履行好法定职责,是各级监管部门必须时常考虑的重要问题。从十几年的监管实践看,仅仅围绕采购程序开展监管工作,难以满足新的形势任务要求。加强和改进政府采购监管,转变监管理念,既要注重程序监管,又要注重制度建设;既要注重事前监管,更要注重事后监管,做到围绕简政放权定规则,围绕结果导向抓监管。笔者认为,重要的是切实转变观念,简政放权,创新思路,从以下几
