水文是社会公益性事业,是政府行为。水文事业因其公益性应由国家来办是肯定的。但是,如何在社会主义市场经济中通过深化水文改革,建立自身的水文经济,是水文搞活、行业脱贫、条件改善、职工致富的关键。根据《90年代中国水利改革与发展纲要》精神,结合我省水文实际,在今后一个时期我们将突出抓水文经济建设。其构架主要从以下四个方面来构筑:
