水库管理工作就是水库的利用与管理,是水利工作的一项重要内容。利用是指发挥它的功能和效益,管理是为了确保水库的安全及延长其寿命。然而,由于各种原因,许多水库都不同程度存在一些病险问题,特别是20世纪六七十年代文革期间,由民工投劳建成的水库问题较大较多。加强水库科学管理,是面对水资源的严重不足和短缺,做好水资源的节约、保护和科学高效的利用,以水资源的可持续利用支持经济社会的可持续发展的关键。
