成本控制是项目管理的核心。水利水电工程施工承包合同中,成本可分为2部分:施工成本(具体包括直接费、其他直接费和现场经费)和经营管理费用(具体包括企业管理费、财务费和其他费用),其中施工成本一般占合同总价的70%以上,所以,施工成本是成本控制的主要内容。通过施工成本控制,可以促使项目节约费用,降低成本支出;可以分析和考核人工、材料和施工机械计划消耗情况,挖掘降低施工成本的潜力;可以为企业投标和经营管理提供决策和预测的依据。当前,水利水电建筑承包市场竞争激烈,施工单位的利润空间越来越小,这就要求施工单位不断提高项目管理水平以获得自身的稳定效益及发展。而成本控制是项目管理的核心,也是其中的重要途径。
