一、经济体制改革的必要性、系统性、计划性社会主义国家的现行经济管理体制往往未经通盘而科学的设计,而是在解决实际问题的过程中,用试验错误(或试试错错)的方法逐渐形成的,各国都有可观的成绩,说明其体制可行。在另一方面,又存在许多问题,说明其体制不是最优的,社会主义基本制度的优越性尚未充分发挥,大有改进余地。只有把社会主义的优越性充分发挥出来,才能在和平竞赛中,超过资本主义。这应该是从事经济改革的出发点。
