【新政出台】2013年12月,甘肃省民政厅会同省发改委、省公安厅、省司法厅、省财政厅、省卫生厅、省人口委、省宗教局等部门联合下发了《关于印发〈甘肃省弃婴救助管理暂行办法〉的通知》(甘民发[201 3]221号,以下简称《办法》),对全省弃婴救助管理工作做了部署。文件出台后,得到了民政部领导的充分肯定。窦玉沛副部长批示:“甘肃省的文件理顺了工作流程,明确了部门责任,创新了保障机
