公共图书馆的建立为我国居民的文化需求以及文化水平的提升带来了极大的动力,尤其是日益丰富的图书馆资源,使得居民学习、接受再次教育的门槛大大降低。但是随着社会的不断发展,我国居民对于信息的搜集、言论的发表、以及教育资源的利用态度都产生了非常显著的变化,公共图书馆在这样的环境下,如果不能进行适时的变革,则其基本的功能以及服务无法再与时俱进。因此,在实际的工作中,图书馆的研究人员以及一线的工作人员应当积极的对图书馆的建设做研究,以不断促进图书馆的发展。文章结合实际的经验,对我国公共图书馆制度创新与价值观念变革做探究,进而从制度与价值观方面找到公共图书馆不断发展的动力。

Based on the actual experience, the article explores the institutional innovation and the change of values in the public library in our country, and then finds the impetus for the continuous development of public libraries in terms of systems and values.
