公路建设采取BOT方式进行融资是解决公路建设资金不足的有效途径。从政策指导意义上讲,政府在公路BOT融资项目运作过程中,扮演着特许权授予者、管制者、合作者和支持者的角色,是公路BOT融资项目成功实施的关键所在。在这种背景下,研究政府对公路BOT融资项目的监管问题,具有重要作用和实际意义。本文在分析政府对公路BOT融资项目监管的现状的基础上,对监管过程中存在的问题进行了探讨,提出了加强政府对公路BOT融资项目监管的建议。
Road construction to adopt BOT financing is an effective way to solve the lack of funds for highway construction. In terms of policy guidance, the government plays a role as the concessionaire, regulator, collaborator and supporter in the operation of highway BOT financing project, which is the key to the successful implementation of highway BOT financing project. Against this background, it is of great significance and practical significance to study the government regulation of BOT financing projects on the highway. Based on the analysis of the current state of the government supervision of the highway BOT financing project, this paper discusses the problems existing in the supervision process and puts forward some suggestions to strengthen the government regulation of the highway BOT financing project.
