民国初期,县长曾一度实行“民选制”,1923年,李烈钧以参谋部部长之衔进驻潮汕、“代行大总统职权”,而废除“民选制”,改用“委任制”。 揭阳第一个被委任的县长是周伯初。由于实行“委任制”,使“县长之位”成为当时相互争购的“热销商品”。患有“官瘾”者,便四处活动:或公开捐资、或暗中行贿、或献物纳谷、或攀亲结友……花样层出不穷。据《揭阳县志通讯》载:“当时向军酋买官者,继周伯初之后的有林宴林、陈颉龙、姚绍墀、陈实甫、林毓荃、林奇等。”仅民国十四年(1525)这一年,揭阳县便有8任县长先后任职:
