2011年5月12日,是汶川特大地震3周年的日子。3年来,重建的灾区从未淡出过人们的视线。农房重建进度、产业恢复速度、受灾群众生活质量……都牢牢地牵动着全国人民的心。3年来,还有一个话题同样备受世人关注,这就是灾后重建资金的使用。来自四川省的统计数据显示,灾后重建以来,中央安排财政重建基金2203亿元,同时下拨四川省特殊党费80亿元;四川省级财政3年安排重建基金270亿元;18个对口援建省市累计投入资金780多亿元,香港、澳门特区政府援助资金105亿元;四川省接收的捐赠资金201.9亿元;由财政部提供的国外优惠紧急贷款80亿元。面对如此巨额的重建资金,如何坚持廉洁重建、阳光重建,保证每一分钱都用到它该用的地方,让汶川灾后重建工作经得起历史检验、经得起人民检验,是地震灾后重建必须解决的重大课题。3年来的灾后重建,用实际行动,诠释了这一课题。

Statistics from Sichuan Province show that since the disaster reconstruction, the central authorities have arranged for a fiscal reconstruction fund of 220.3 billion yuan while allocating a special party fare of 8 billion yuan in Sichuan Province; Sichuan provincial finance allocated 27 billion yuan for reconstruction of the three-year fiscal year; 18 aid to counterparts The provincial and municipal governments have invested a total of more than 78 billion yuan, with assistance from the governments of Hong Kong and Macao SARs of 10.5 billion yuan, 20.19 billion yuan of donations received from Sichuan Province, and 8 billion yuan of foreign-funded emergency loans from the Ministry of Finance. Faced with this huge amount of reconstruction funds, how to uphold clean reconstruction, rebuild the sun and ensure that every penny spent on its use should enable Wenchuan’s post-disaster reconstruction to withstand the historical test and the people’s test, Reconstruction must solve the major issues.
