秋收工作,在全国范围内,即将先后结束。根据目前初步计算,今年虽然在若干省区遭到了严重的自然灾害,但全国的粮、棉总产量比一九五五年丰收年景的总产量,还有显著增加。这就说明在非灾区的绝大多数农业合作社是增产的。这是农业合作化成功的有力的证明。中共中央和国务院认为:在农业社增产的基础上,切实努力做好分配工作,使绝大多数社员能够增加收入,这对于激发广大农民的生产积极性,推动农业生产的发展,进一步巩固农业合作社,都具有极大的意义。同时,秋收分配工作,是一项极其复杂和艰巨的工作,它关系到国家与农民、集体与个人,社干与社员,社员与社员(包括贫农与中农)和民族杂居地区民族与民族之间的关系问题。对这些问题的任何忽视,都将造成重大损失。为此,特就各地在秋收分配工作中所提出的若干具体问题,做如下的指示:
