经济的发展,影响了犯罪的变化可以肯定,国家经济的发展,是缓和社会矛盾,克服社会消极现象的根本基础。但同时也不可否认,在社会发展过程中,不可能做到全社会的方方面面都能十分协调地同步发展.总是解决了一部分矛盾,又产生新的矛盾,甚至强化某种消极因素,从而不可避免地产生犯罪现象,这是必然的。因为社会发展是一个十分复杂的综合系统,特别是对具有主观能动性的社会成员,随着社会的发展,个体的世界观、人生观、价值观等都会发生重大变化。经济作为制约人们生活的基础,既能直接影响到人们的思想观念和价值取向,也能影响到犯罪现象的发展和变化。由此可以推断,经济的发展,可影响犯罪的变化。经济领域的重大变革,能诱发经济领域犯罪的升级换代。其中尤以诈骗犯罪的发展、变化最为严重。80年代以前,我国的经济体制是自然经济和计划经济体制,经济主体的活动局限于计划体制的范畴之内,经济经营模式单一,犯罪形态自然也就比较简单。80年代以后,我国实行改革开放政策,市场经济体制逐步替代了计划经济体制,经济行为模式自由程度迅速扩大,经营运作手段不断丰富,产生经济诈骗犯罪的条件和空间也就随之相应增多和拓展,使新型的经济诈骗犯罪大量产生。15年间,上海市立案侦察的经济诈骗案件从几十起攀升到千余起,案值从数千元迅速增至千万元甚至上亿元,诈骗手法从简单的利用合同诈骗到目前涉及多个领域的金融诈骗、期货诈骗、信用卡诈骗等等。诈骗犯罪案件的递增幅度已超过了其他类型刑事案件的增长幅度。不但如此,经济诈骗犯罪对社会造成的危害程度亦愈发严重,从其犯罪总量来看,虽然不足刑案件总数的l0%,但造成的经济损失却超过占全部刑事案件75%左右的盗窃案件,其危害程度可见一斑。
