自1988年推行监理制度以来,至今已26个年头了。我们有过成长的喜悦,但更多的是经验和教训,也累积了诸多问题,令各方困惑和不安。现在,确实是该认真反思和切实改进了。否则,真如某些人所认为的“可以缩小监理范围”或“取消监理”了。毋庸讳言,附着在国情上的监理行业发展至今,在不断自我完善和壮大的同时,不可避免地被各种外界不良因素所感染,从而制约了监理行业的发展。现状已如此,监理工作怎么办?
It has been 26 years since the introduction of the supervision system in 1988. We have had the joy of growth but more of our experience and our lessons. We have also accumulated many problems that have confused and disturbed all parties. Now, it is indeed a serious reflection and tangible improvement. Otherwise, as some people think, “can narrow the scope of supervision ” or “cancel the supervision ”. Needless to say, the supervision industry attached to the national conditions so far, while constantly self-improvement and growth, is inevitably infected by various adverse factors, thus restricting the development of the supervision industry. The status quo has been so, how to do supervision work?
