促进农业的快速发展，必须不断深化农村改革，建立起以市场经济调节为主导的农业和农村经济运行机制及管理机制。①进一步发展和完善农村双层经营机制；②搞好农业结构调整；③加快流通体制改革；④建立农业保护制度；⑤多渠道加快农业投入；⑥加快农村小城镇建设。
To promote the rapid development of agriculture, we must continuously deepen rural reforms and establish a mechanism for the operation and management of agriculture and rural economy dominated by the adjustment of the market economy. (1) further develop and improve the rural double-deck management mechanism; (2) do a good job in agricultural restructuring; (3) speed up the reform of the circulation system; (4) establish an agricultural protection system; (5) accelerate agricultural input through multiple channels; (6) speed up the construction of small towns and villages in rural areas.
