近年来,云南省红河州委、州政府按照中央、省委省政府的工作部署,围绕公安部边防局实施爱民固边战略五大工程、十个深化的总要求,全州25个成员单位牢牢抓住群众工作这根红线,深化走访,发挥职能,创新方法,健全机制,用6年时间成功创建了河口、金平爱民固边模范县,探索推行了爱民固边模范县经验做法、“四级三联动”边境网格化管理模式、爱民示范种植基地、“探头站岗、鼠标巡逻”科技管边控边举措、“以奖代罚”矛盾纠纷调
