社会管理已成为事关中国发展的重大问题之一。“强化社会管理职能,广泛动员和组织群众依法参与社会管理,发挥社会组织的积极作用,完善社会管理格局,实现政府行政管理与基层群众自治有效衔接和良性互动”。3月5日,在十一届全国人大四次会议上,温家宝总理就加强和创新社会管理进行了专门阐释,创新社会管理也成为“两会”的热点。而在此前,中央专门举行了省部级主要领导干部社会管理及其创新专题研讨班,胡锦涛总书记发表重要讲话。
Social management has become one of the major issues concerning the development of China. “Strengthen the function of social management, mobilize and organize the masses to participate in social management in accordance with the law, give play to the positive role of social organizations, improve the social management pattern, and effectively achieve effective convergence and benign interaction between government administration and grassroots self-government.” On March 5, at the Fourth Session of the Eleventh National People’s Congress, Premier Wen Jiabao elaborated on strengthening and innovating social management. Innovation and social management have also become hot spots for “two sessions.” Prior to this, the Central Government held a special seminar on social management of major leading cadres at the provincial and ministerial levels and their innovations, and General Secretary Hu Jintao delivered an important speech.
