工业生产在国民经济调整时期要保持一定的发展速度,并取得较好的经济效果,这是现阶段我国经济发展的一项战略性的重大方针。能否实现这一方针,直接关系到我国工业生产今后能否走出一条指标不太高、有一定速度经济效益好的新路子。但是,应当看到,要使工业生产能够既保持一定的发展速度,又能取得较好的经济效果,这确实是一件很不容易的事情,这里面有许多问题,包括思想认识上和生产方针上的问题,都需要认真研究加以解决。我们仅对这些问题,结合云南省的情况,提出一些肤浅的看法,来同大家探讨。
