基层公安信息工作在整个公安信息流程中处于源头的位置,因此,加强基层公安机关信息警务建设有着重大的意义。当前,基层公安信息警务建设在硬件和软件上都存在这样那样的问题,关键是要确立一个理念,即信息警务是公安决策的前提和基础。要制定开展信息警务建设原则,一是统一归口管理原则,二是重视信息再处理原则,三是实行人机合一原则,四是加强教育培训原则。对信息警务建设要做到有规划、有步骤,量力而行,以求实效。
The public security information at the grassroots level is at the source of the public security information flow, therefore, it is of great significance to strengthen the information police at the grass-roots public security organs. At present, the basic police information and police building has such a problem in both hardware and software. The key is to establish the concept that information police are the prerequisite and basis of public security decision-making. To develop the principle of information and police construction, one is the principle of centralized management, the second is the importance of information reprocessing principle, the third is the implementation of the principle of man-machine integration, and the fourth is to strengthen the principles of education and training. Information police must be planned, step-by-step, in accordance with one’s capabilities, in order to be effective.
