多年以来,我国工业企业面临的一个突出问题就是企业设备陈旧、技术和产品老化严重影响着企业的发展。因此,“八五”计划要求把企业技术进步、技术改造工作放在重要的战略地位,使企业发展逐步转移到主要依靠技术进步,真正走上以经济效益为中心的轨道上来。“八五”期间,我国技术改造总规模为5500亿元,比“七五”增长38.4％。而就企业发展所需资金而言,技术改造资金供给严重短缺。本文试图从对技术改造资金短缺的原因分析入手,对技术改造资金的筹措提出几点意见。
For many years, one of the outstanding problems faced by our country’s industrial enterprises is that the outdated equipment of enterprises and the aging of technology and products have seriously affected the development of enterprises. Therefore, the “Eighth Five-Year Plan” requires that enterprises’ technological progress and technological transformation work be placed in an important strategic position so that the development of enterprises will be gradually shifted to rely mainly on technological progress, and they will truly embark on the path of taking economic efficiency as the center. During the “Eighth Five-Year Plan” period, China’s total technological transformation scale was 550 billion yuan, which was an increase of 38.4% over the “Seventh Five-Year Plan.” As far as the funds required for the development of enterprises are concerned, there is a serious shortage of funds for technological transformation. This article attempts to start from the analysis of the reasons for the shortage of funds for technological transformation, and put forward several opinions on the financing of technological transformation funds.
