According to Gao Peiyong, chief of the Institute for Financial and Economic Research of the Chinese Academy of Social Sciences, budgetary arrangements mainly refer to where the financial money is invested. First, it is for the purpose of deepening the supply-side reform and the second is for alleviating the burden on enterprises. Third, it provides protection for people’s livelihood. ”Paul
