完善社会主义,客观上要求在社会生活的各个领域,其中包括法律秩序方面,坚定不渝地逐步发展民主。社会主义民主和法律秩序的相互作用,是两个统一的过程。民主是加强国国家和社会生活的法律基础以及社会主义法制的最重要的杠杆。与此同时,加强法律秩序是发展民主的必备条件。民主原则只有在严格遵守法律和保障牢固的法律秩序的情况下,才能顺利实现。法律秩序同样也为最充分地体现社会主义民主原则创造了可靠的基础。
To perfect socialism and objectively requires that democracy be steadfastly and steadily developed in all fields of social life, including the legal order. The interaction between socialist democracy and the legal order is a process of two unification. Democracy is the most important lever for strengthening the legal basis for the nation’s state and social life as well as for the socialist legal system. At the same time, strengthening the legal order is a prerequisite for the development of democracy. The principle of democracy can only be successfully implemented if it is strictly observed by laws and a solid legal order. The legal order also creates a solid foundation for the fullest expression of the principles of socialist democracy.
