1月17日,中央政法委、财政部、最高法、最高检、公安部、司法部印发《关于建立完善国家司法救助制度的意见(试行)》。该意见规定了国家司法救助的基本原则、对象、方式、标准、程序,并对国家救助资金的筹集和管理、司法救助工作的组织领导等问题作出了明确规定。1月20日,由教育部、发展改革委、民政部、财政部等七部委联合制定的《特殊教育提升计划(2014-2016年)》公布。该计划规定了义务教育阶段特殊教育学校生均预算内公用经费标准要在三年内达到每年6 000元人民币。随班就读、特教班和送教上门的义务教育阶段生均公用经费参照上述标准执行。
On January 17, the Central Political and Law Commission, the Ministry of Finance, the Supreme People’s Procuratorate, the Supreme People’s Procuratorate, the Ministry of Public Security and the Ministry of Justice have printed and distributed the Opinions on Establishing and Improving the National Judicial Assistance System (Trial Implementation). The Opinions set forth the basic principles, objects, methods, standards and procedures of the national judicial aid and made clear the provisions on the mobilization and management of state aid funds and the organization and leadership of judicial aid. On January 20, “Special Education Promotion Plan (2014-2016)” jointly formulated by seven ministries and commissions including the Ministry of Education, the National Development and Reform Commission, the Ministry of Civil Affairs and the Ministry of Finance was announced. The plan stipulates that the standard of public funds per student in the special education school at the stage of compulsory education will be 6,000 yuan per year within three years. Students studying in regular classes, special education classes and home delivery of compulsory education students in public funding are based on the above standards.
