2008年劳动合同法的实施伴随着全球经济危机的国际环境、国内劳动力、原材料、土地等要素成本上升,整体经济放缓,经济下行压力增大,劳动关系内涵发生深刻变化,面临各种风险和挑战。为适应新常态,更加有效地应对劳资新问题,需要有效推行集体协商和集体合同制度,提供劳资双方的沟通渠道和平台,培育各类中间组织,构建新型劳资关系,实现合作共赢。
The implementation of the Labor Contract Law in 2008 is accompanied by the international environment of the global economic crisis. The rising costs of domestic labor, raw materials, land and other factors, the overall economic slowdown, downward pressure on the economy, profound changes in the labor relations, and various risks and challenges . In order to adapt to the new normal and respond more effectively to labor-management problems, we need to effectively promote collective bargaining and collective contract system, provide communication channels and platforms for both employers and employees, cultivate various types of intermediary organizations, build new types of labor-capital relations and achieve win-win cooperation.
